In the framework of the post 2015 development agenda, the notion of policy coherence for development (PCD) has become an essential tool in taking a complex, multidimensional approach to promote fair, sustainable, equitable development both worldwide and nationally. While a doctrinal framework to guide the PCD has been developed since the 1990s, there has been a dire need for tools and research to analyse coherence. This paper puts forward a theory and methodology for research in this field. It explains its theoretical underpinning and the implications that implementing the PCD approach has in studying public policies and the responsibilities that all countries, developed and developing alike, must take on. The last part of the paper puts forward the PCD index developed as a practical advocacy tool to be used by social and academic organizations.
