In an increasingly interdependent transnationalized world, global policies placing the well-being of persons and the planet at their heart must be developed. In this regard, policy coherence for development has unique potential given that its premise is that all public policies must include human development and that this vision should be integrated on various levels, i.e. local, national, regional and global. This paper takes an in-depth look at policy coherence for development and examines the human development underpinning it and the various definitions and visions that have been put forward to define the concept. The paper concludes that several of the dimensions of PCD analysis need to be examined, including governments’ contribution in working towards human development and the promotion of collective action to manage development challenges that have become transnational.
