The social and economic process to sustainably satisfy human needs is contingent upon the infrastructure underpinning it. This infrastructure interacts in a complex fashion with its surroundings, adapting it to the population’s productive, organisational and land use needs. In this paper, we examine the policies implemented in this sphere in order to evaluate their coherence with human development. To this end we focus on four major categories: infrastructure and transport, urban planning, industry and tourism. Rather than taking a narrow approach to policy assessment in these areas by merely measuring the maximum levels attained, we propose a more multi-dimensional, intermestic approach to evaluate policy coherence for human development. The aim is to evaluate not only the impact on the economies of individual countries, but also the impact on the rest of the economies by observing other dimensions over and above the economic dimension including social, ecological and political factors. This paper therefore aims to contribute to the development of the policy coherence index currently being built by the Plataforma 2015 y más.
