The Policy Coherence for Development Index (PCDI) is a tool designed to measure, evaluate and compare the behaviour of countries in terms of their sustainable, fair and equitable human development. We propose an alternative to the limited, hegemonic view of the indicators typically used to measure progress and development, especially gross domestic product (GDP).
In this report, 2016 PCDI: Another way to grow, we offer a complete analysis of the first edition of the PCDI where we evaluate the performance of 133 countries and their commitment to a transformative development model.
The tools typically used for this purpose are inadequate and sometimes misleading when it comes to properly measuring progress or development. In contrast, the PCDI analyses policies from a sustainable development perspective, bearing in mind not only the effects that these policies have on the country in question but also on third countries or the planet as a whole.
The ICPD 2016 shows that, in terms of policy coherence for development behavior of most of the 133 countries studied is very similar, but we can not say that there are some countries that have reached the end of its development process and others who have to move on.
Discussed in this chapter, in detail, the results shown by the ICPD in each of the (economic, social, global, environmental and productive) components and behavior at regional level. We also offer an analysis of what the behavior of Spain in the ICPD.
In this chapter we detail the structure and ICPD gear. The performance of 133 countries by assessing 20 public policies that are specified in 49 variables, grouped into five components: social, environmental, economic, global and productive.
The sources from which data have been obtained from each of the variables that make up the ICPD are detailed.
